Situation in China.

My telegram 12th September I am definitely informed from

two sources (1) Prince Kung (2) General Youngshing formerly

Minister at Vienna who are here separately that as soon as

Wu Pei Fu can obtain the necessary funds he will be prepared

to take action against Canton. The money required is put

by Prince Kung at three million dollars, my other informant

gives a considerably higher estimate.
